Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation (CORRECTED DURING INSPECTION): 1 of the toilets in one of the 30 months to School Age programs has duct tape with edges that are lifting. These areas can harbour bacteria. As per the Manager, they are aware that this toilet (water tank) is in need of repair and have plans to replace it.

On the 2nd day of the inspection, a maintenance worker was on site in order to address this toilet.
Corrective Action(s): Please ensure all equipment and furniture are clean and in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 1/8 staff file that contains a criminal record check that is not site-specific. CRC on file is valid and is addressed to the Licensee's other location. Manager is aware of this.
Corrective Action(s): Manager will apply to share the staff's CRC with this location.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation (CORRECTED DURING INSPECTION): 1 child's emergency contact listed is a parent. Manager has already connected with the parents to obtain the contact information of an individual that is neither parents. On the second day of the inspection, the Manager showed Licensing that an emergency contact that is not the parents has been provided and documented in the child's file.
Corrective Action(s): Please ensure an emergency contact is an individual that is neither parent and who is able to contact parents in case the facility cannot reach the parents.

Comments

February 21st inspection: 59 children, 1 practicum student, and 17 staff present within the 5 program areas. The Manager was also present. Staff to child ratios were in compliance. At today’s inspection (February 22rd), there were 53 children and 17 staff present within the 5 program areas. The Manager was also present. Staff to child ratios were in compliance.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

The following was discussed:
-Consent for applying sunscreens and diaper creams available
-Consent to take children off-site (ex. community walks and local parks) available
-Physical attendance sheets available if internet is unavailable
-Updating children's registration files as needed (ex. medication and allergies that are not longer relevant)
-Annual review of care plans
-Emergency evacuation practices, including storage of supplies
-System for replenishing emergency supplies including food
-Use of logbook
-System for documenting injuries and notifying parents
-Keeping a copy of children's care plans with emergency medication
-Outdoor bags across all programs that holds emergency medication, first aid kit, and emergency consent cards
-Travel mugs for staff drinks; kettle to be emptied out after each use
-Daily safety outdoor check and maintaining integrity of equipment, including gates
-Active supervision practices, including nap time supervision
-Sanitization and laundering of nap time items
-Sanitization of books
-Weekly snack menu available
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
