Introduction

This was an unannounced follow up inspection. The purpose of this visit was to ensure all the contraventions listed on the previous routine inspection have been addressed satisfactory.


Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: the fire drill and emergency records could not be found. you stated that a staff had recorded them but you would like to re-write again.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: On Jan 29, 2018 there was 6 children present upon arrival. Soon after arrival, a staff returned home with 2 kindergarten children. I explained to the staff that the maximum capacity of children in care must not exceed 7 children at any time. The staff stated that a child was taken care by a family member in their room upstairs. I explained that this child was under the facility’s care and therefore, this child was included into the capacity.

The staff did not agree that they had exceeded the capacity. I decided to leave the facility and returned on another day. Licensing Manager and Supervisor’s contact numbers were provided.

On April 25, 2018, there was 8 children upon arrival. I explained that you were over capacity. You acknowledged and took one child to a neighbor. You stated that your neighbor would look after this child when you are busy. You stated that the child's parent was aware of this arrangement.

According to the children's DOB, you are providing care to 6 children younger than 48 months old. You stated that two children will be leaving by the end of April; therefore, you will in compliance in the month of may. (4 children under 48 months and 2 kindergarten).



Corrective Action(s): Please ensure that you don't over capacity. You are allowed to provide care to maximum of 7 at any one time. I appeared that you understood the regulation about the age restrictions. Please contact Licensing for advice. You are required to maintain the facility in compliance.

Date to be Corrected: The number of children reduced to 6 soon after the arrival on April 25, 2018. You also agreed that you will not enroll younger children in May and maintain the capacity to 7.
