Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Review of 7 staff files observed criminal records clearance (CRC) for 3 staff persons was not site specific. Manager is in the process of obtaining CRC for the staff persons.
Corrective Action(s): Ensure staff CRC copies are valid and obtained prior to their start of employment date.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Review of 7 staff files observed on staff was missing ECE certificate verification on file.
Corrective Action(s): Ensure staff files are complete

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Review of attendance records in IT program for the month of July 2019 observed that not all children were not signed out on July 26 and 29. As per discussion with a staff in IT, there were 5 children in attendance on July 25. However, on attendance records there were only 2 children signed in on July 25. Licensing discussed the importance of accurate attendance on a paper copy in the event of emergency.
Corrective Action(s): Ensure attendance records are complete and sign in/out time is records on daily basis.

Comments

At the inspection dated July 30, 2019 there were 23 children and 3 staff present in the GCC 30 months to school age care program, 8 children and 2 staff were working with IT group. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided
