Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection. All areas of the facility were inspected for compliance.
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: The manager stated that the emergency plan has not been practiced with the emergency supplies. Licensing observed that some emergency food has expired.
Corrective Action(s): Ensure training is conducted for emergency plan including noted equipement.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing observed fire drill records that show fire drills have been practiced 6 times since September 2017.
Corrective Action(s): Fire drill are required to be practiced monthly be each employee.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing observed and the manager stated that there were 25 children in care in one room which exceeds the allowable maximum group size of 24 when children in grade 1 or younger are present. The manager stated that three of these children are kindergarten age.
Corrective Action(s): Ensure maximum allowable group sizes are not exceeded.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that there were 25 children in care with two staff. The manager stated that one staff was away sick.
Corrective Action(s): Ensure employee to child ratios are kept.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Licensing observed children out of sight of staff frequently during this visit - several children playing in the bathroom and kitchen and wandering into an empty room.

Licensing asked the manager how many children she had in her care when the staff were dividing the children up to go outside and she stated that she had 13, however licening counted 9. The manager stated that the children were not listening and had run outside.

Licensing observed two children inside the facility shortly after the group went outside for a short time (2 minutes) before going outside to join the group.

While licensing was inside the empty classroom writing this inspection report, two boys came into the classroom where they played for 11 minutes before a parent came in and stated that the manager was looking for them.
Corrective Action(s): Ensure children are continually supervised.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 5 children's files and observed that one was missing MSP information.
Corrective Action(s): Ensure children's files are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing asked the manager how many children were in care at 3:25. At this time staff were serving the children macaroni and cheese and children were through out the facility and not not been counted yet. The manager stated that she had not done attendance yet, however the children are dismissed from school at 3:00.

Licensing reviewed 4 days of attendance sheets and observed that 3 children were not signed out on December 18, 3 children were not signed out on December 14th and 10 children were not signed out on December 13th.
Corrective Action(s): Ensure arrival and departure times are recorded upon arrival and departure to ensure children are accounted for and supervised.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 5 children's files and observed that one was missing medical practitioner information.
Corrective Action(s): Ensure children's files are complete.

Food service provided may meet the requirement for a food service permit. Licensing observed staff prepare and serve children macaroni and cheese. The menu posted stated that grilled cheese, pasta and baked vegetables are served to children. The licensee is required to contact Fraser Health regarding a Food Service Permit.
Physical space is currently limited to two classrooms - registration does not warrant more space. The manager was unsure if the extra space is still available if needed. The licensee is required to contact licensing with this information to assess if a change to the capacity is required.
Screen use policy being followed by all children was discussed.
