Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The program CCFL was not available on site. Additionally the name of the manager was not posted within the program. The LO reviewed this requirement during the second day of the inspection as the manager was in attendance.
Corrective Action(s): Ensure the Community Care Facility Licence and the name of the manager is posted in a prominent place with the program while in operation.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire drill records were reviewed and the September fire drill was observed to not be conducted or recorded.
Corrective Action(s): Ensure monthly fire drills are being conducted and recorded.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Three children's files were reviewed and one was missing a medical practitioner name and contact details.
Corrective Action(s): Ensure all children's files are complete including Dr's name and contact details.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Three children's files were reviewed and one child did not have evidence of a photograph or digital image.
Corrective Action(s): Ensure all children's files are complete including photographs or each child enrolled.

Comments

On the inspection date of December 19th & 20th, 2023 there were 8 children and 2 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include a corrective action plan required to be submitted and actions required the LO include to review and monitor corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection report was completed off site and emailed to the facility the following day.
