Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection of the outside playground the following was noted:
- four large tired were holding water (approximately 3 inches of water in depth) easily accessed by the children.
Corrective Action(s): Please ensure that the standing water in the tires is emptied and children do not have access to the standing water. .

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the routine inspection the water at the sinks near the toilets measured 50 degrees Celsius. Licensing observed staff monitor hand washing in the bathroom and assisting children with hand washing.
Corrective Action(s): Please ensue the water is heated to no more that 49 degrees Celsius.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): During the routine inspection 5 staff files were reviewed and two staff files were missing a validation of the ECE certificate.
Corrective Action(s): Please ensure that a ECE and ECE A certificates are validated. If certificate has been reviewed, please renew the validation with new expiration date.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the routine inspection licensing noted the absence of the Screen time and Active Play Policy. Staff on site said that they do not use screen times at the facility and that they go outside daily for daily walks through the forest and on the playground.
Corrective Action(s): Please ensure that an Active Play and Screen time Policy is available to all staff and parents.

Comments

At the inspection dated October 17, 2023 there were 6 children, 4 staff and the cook/bus driver present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· During the routine inspection staff members said that they have had a challenge with competing their CRC’s on-line. The Criminal Record Review Program was called and staff were told that there is an issue with the program at the CRC end. Two staff did not have CRC’s on file, however the paper application was present.
· Lead in the Water – flushing the pipes to remove any impurities before using the drinking water
· A check list for the outdoor playground was recommended to identify that the playground was checked daily.
