Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

The Manager stated that they changed the bleach water solution once a week. I explained that the strength of bleach water solution will dissipate and therefore the solution should be changed more often i.e. every 2-3 days.

As per section 19 (4)(a) of the Child Care Licensing Regulation, an educator or an assistant must be verified by the licensee using a system established and maintained by the director of the ECE registry. Two staffs files were reviewed and they appeared that their ECE certificates have not been verified as per the requirement. This new regulation requirement was announced last May 2017 via Child Care Licensing Update.

As per the new Director of Licensing Standard of Practice Active Play, the new standard requires Licensee to develop both an active play and screen time policies and these policies are shared to the families and parents. However, both policies have not been developed yet. This new standard of practice was announced last May 2017 and multiple follow up emails were sent to support and educate licensed facility. This requirement has came into enforcement in September 2017.

Please provide a written response on how you have addressed the above noted requirements by Feb 14, 2018.

I strongly recommend that the licensee and the manager to review the Child Care Licensing Update emails and other emails that were send from our office. You must be familiar with the current Regulation requirements to ensure that the facility is maintain in compliance at all time.
