Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Care & Supervision, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 5 children's files were reviewed; one child was missing their emergency contact information.
Corrective Action(s): Pleas ensure all children's files are complete.
Date to be Corrected: Manager confirmed this was corrected on June 20, 2020.


Comments

Scheduled inspection was conducted on June 19, 2020, with 11 children and 5 staff present. At this inspection the above noted contravention was identified. Licensee is required to take corrective actions to bring facility into compliance. This inspection report including the contravention noted were reviewed with the manager on July 23, 2020 ( via phone call). This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility on July 23, 2020.

LO observed and discussed the following with Manager on-site:
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, toys and equipment including any soft and porous materials used in the facility.
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination and to prevent the spread of germs, e.g. hand washing between each application.
-Sleeping Areas: to always keep and maintain the sleeping area/arrangements in a clean and sanitary manner, i.e. blanket and sheets for children should not be touching each other and must be laundered regularly ( at least once a week, or more often if soiled or visibly dirty).
-Fire Drills: to practice the fire drill system at least once each month regardless the number of children and/or staff in attendance.

The following were discussed with the Licensee after the inspection:
- Posting of manager's name in a prominent place within the facility
- Identification of care programs (service type) being offered when advertising

The following education/ recommendation including the Resource Package for Child Care Facilities COVID-19 Prevention were provided to the Manager on June 19, 2020:
-Information re: Cleaning and Disinfection in Child Care Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants for Public Settings
-Respiratory, Personal and Hand Hygiene ( Posters of Handwashing, Cough and Sneeze Etiquette)
-Precautions and Practices for Sick Children
-Physical Distancing Ideas with Young Children
-COVID-19 Safety Plan: as per Order of the Provincial Health Officer, this plan must be posted within the facility.
