Introduction

An unscheduled routine inspection was completed to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes Non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
LICENSING: 30240 - RCR s.61 - A licensee must regularly monitor the physical environment of the community care facility, and the care and services provided by it, to ensure that the requirements of the Act and this regulation are being met.
Observation: The following was observed after reviewing 7 days of a person in care's (PIC) records: No documentation was recorded for 3 of the 7 days on a Daily Resident Grooming Hygiene Check form and 19 entries were not recorded on a daily Resident Flowsheet. It was determined from this review that a system to monitor these services and care has not been implemented.
Corrective Action(s): Please ensure that these services and care are regularly monitored to ensure that the requirements of the Act and regulation are being met.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: A bathroom sink's water was observed to be 52.2 Celsius.
Corrective Action(s): Please ensure that persons in care do not have access to heated water more than 49 Celsius.

RECORDS AND REPORTING: 39190 - RCR s.78(2)(a) - A licensee must keep, for each person in care, a medication administration record showing (a) all medication administered to the person in care.
Observation: A review of 8 person in cares (PIC) Medication Administration Records (MAR) demonstrated that staff did not sign for 10 doses of medication.
Corrective Action(s): Please ensure that staff maintain a record of all medications administered to PIC.
