Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Overall the facility was observed to require cleaning, interior of fridge visibly dirty , broken toilet paper dispenser with brackets protruding from the wall, splattered paint throughout the walls of the facility.
Corrective Action(s): ensure a system is developed to address the cleanliness of the facility and to ensure fixtures , equipment are maintained in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Observed children standing on a rocking chair with the back hitting a wall ,and trampoline rebounder located next to a wall , concern for potential injury due to the location ( lack of clearance ) of these pieces of equipment / furnishings.
Corrective Action(s): Please ensure equipment and furnishings are safe, sturdy and positioned in such a way to provide ample clearance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Separate nap area is no longer available to children due to many stored items , this was noted to be of issue during a previous on site inspection.
Corrective Action(s): Ensure a separate nap area is at all times available for children under 36 months of age.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: plastic bags and medicated cream located in an unsecured drawer within the washroom.
Corrective Action(s): Enure children do not have access to items which may be hazardous to their health and or safety.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: A record of fire drills could not be reviewed, Licensee stated that had been held however not recorded. Also noted fire extinguisher found behind many stored items on the counter top.
Corrective Action(s): Ensure systems are in place to maintain monthly fire drills and to carry out the fire safety plan effectively.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance records captured within an on line system , the licensee was however unable to retrieve the records. It is noted that attendance was not completed for children in attendance during the inspection.
Corrective Action(s): ensure times of arrival , departure are completed daily in addition to details such as whether children are present or absent.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Licensee in process of assisting with adaptive program to support a child in discussion with the family. There is no written record of this arrangement.
Corrective Action(s): Ensure records include special instruction respecting an child who may require such services

RECORDS AND REPORTING: 19150 - CCLR s.57(2)(h)(ii) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care (ii) agreed to by the licensee.
Observation: Licensee providing assistance to support a child within the program, a care plan has not been developed. There is no documentation to support the steps taken by the licensee.
Corrective Action(s): please ensure a written record supports the agreement between children's families when adaptive measures are in place to programming or other matters of care.

Comments

At the inspection dated Feb 11, 2021 there were 6 children in the care of the Licensee. At this inspection the above noted contraventions were identified. Licensee to provide a written response outlining the steps taken to address the areas of noncompliance. Once recieved Licensing to conduct a follow up inspection. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
