Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: It was observed that there was water damage on 2 ceiling tiles in one classroom and on one ceiling tile in two other classrooms and in one classroom a light panel cover was coming loose.
Corrective Action(s): Please ensure all areas of the facility are in good repair.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation (CORRECTED DURING INSPECTION): Three out of four fridges measured over 4 degrees, the temperature required to keep food and drink safe for consumption. The temperatures measured were: 5.6 in one room, 8.4 in another room and 8.9 in a third room. Staff corrected this immediately. This is a repeat contravention.
Corrective Action(s): Please ensure fridge temperature is 4 degrees or below

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Two out of twelve children's files reviewed were missing an MSP (care card) number.
Corrective Action(s): Please ensure that each child has an MSP number on file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Although it was observed that each classroom is keeping daily attendance to include the time of arrival and departure, one classroom does not take this with them on their outdoor walks so does not have a way of tracking which children are in attendance during this part of the day. A staff member noted that the other 3 classrooms do take the attendance with them on walks.
Corrective Action(s): Please ensure that the attendance information is accessible to the teachers at all times.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Two out of twelve children's files reviewed were missing a doctor's name and telephone number.
Corrective Action(s): Please ensure that each child has a record of a medical practitioner's name and contact.

Summary of Inspection
At the inspection dated May 23, 2019 there were 65 children and 12 staff present. At this inspection the above noted contraventions were identified.
