Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practise (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed in the outdoor play area:
-blackberry bushes are coming through the chain link fence into the children's yard. These branches are covered in thorns which could cause injury to children and staff
-a couple of trees have broken branches that are hanging into the yard where children could run into them
-there is a wooden climber that is showing signs of wear and tear. Paint is chipping in several areas, wood appears to be rotting in some areas, exposing rough wood which may cause splinters.
-it would appear that the whole climber would need to be sanded down and repainted - multiple layers of old paint can be seen in some areas
-some wood pieces may need to be replaced where it is rotting
-the yard is very large but does not have any source of shade
-the Licensee did state that they have tried to set up canopies and other temporary measures to provide shade but they have not worked as the canopies are stolen out of the yard or inclement weather has damaged them
-as there are days where the temperature can be high, providing a shaded area is important to ensure the health and safety of children
Corrective Action(s): Please ensure the outdoor play area is a safe environment for children.

Comments

At the inspection dated August 3, 2022, there were 11 children and 2 staff present in the 3-5 program and 7 children and 1 staff in the School Age program. The Licensee was also on site. At this inspection, the above contravention was identified. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided.
