Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Staff stated that the two towels that are available in the bathroom for handwashing are shared by all children, increasing a chance of transferring germs. There is a cord from a phone hanging from a change table which is accessible to all children (chocking hazard). In the outside play area there are many containers that have very large amounts of standing water (a cooler full of water) which poses a drowning hazard and a bacteria hazard. There are toys/sports equipment strewn throughout the yard which are dirty (covered in dirt) /an upside down bench, a dirty diaper, a plastic bag, two bags of salt in access to children. Today was a suitable day to use the outside play space.
Corrective Action(s): Esnure a healthy and safe environment.
Date to be Corrected: Prior to children using the play space.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: In the washroom that is used by children (as stated by staff) there is a bleach bottle in access to children. In the kitchen there are plastic bags that pose a suffocating hazard in access to children. There were three types of diaper cream on a lower shelf near the change table. These were removed during inspection.
Corrective Action(s): Ensure children have access to any object or substance that may be hazardous.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There are several expired food items in the emergency supplies.
Corrective Action(s): Ensure the emergency food supplies is in place in the event of an emergency.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There were three different medicated diaper creams that staff stated are used for emergencies for children. There are no medication consent forms for these creams to be used and they had expired (some several years ago).
Corrective Action(s): Ensure any medications used on children including diaper creams are first consented to by the parents and have not expired.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon arrival there were 4 children in attendance and staff stated that 3 children had been in care but were taken to school. None of these children had been signed in. Departure time for the children that had been taken to school were also not recorded.
Corrective Action(s): Ensure arrival and departure times are recorded upon arrival and departure.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: There were two staff on site caring for children today. The licensee was not on site today. Records for these staff were not available to be reviewed
Corrective Action(s): Ensure records are kept in a single place at the facility.

Comments

A follow up inspection will be conducted to assess employee documentation.

The caregivers were attentive to the children's needs today and the children were seen to play with toys, color and engage socially.

Licensing notes that there is a screen time policy in place at this facility, however the television was on for 25 minutes during this inspection with a child under the age of two in care.

Immunization poster was provided today. Thank you for your assistance with this inspection.
