Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The water temperature in the children's washroom was 55.7 degrees Celsius at todays inspection, posing a burning risk to children in care.
Corrective Action(s): Ensure the heated water accessible to children is heated to no more than 49 degrees Celsius.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed the facilities policies and procedures. The facility does not have an active play or screen use policy.
Corrective Action(s): Create, implement and share with families an active play and screen use policies.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed five children's files. One file did not contain the name and telephone number of the child's medical practitioner.
Corrective Action(s): Ensure all children's files are complete.

Comments

At this inspection there were 16 children, the Manager and two staff present. At this inspection the above noted contraventions were identified. The Licensee is required to take corrective action to bring the facility in to compliance and provide a written response to Licensing by October 7, 2019. As discussed during today's inspection Licensing will email the Manager a document on creating active play and screen use policies. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
