Observation: During the inspection it was observed that the Manager'sname was not posted.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed an ECE Assistant working in the facility. The Manager says this staff is a helper. Her ECEA certificate was not posted. This is a repeat violation from inspection # DCHG-ABNQB7 and inspection # DCHG-AMTU8N
Corrective Action(s): Please ensure the certificate of any ECE/IT or ECEA is posted in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
- two rooms were accessible that had paint and other storage items. Please correct by April 29, 2019
-plastic bags were located under the sink in the washroom. Please correct by April 29, 2019. Corrected during the inspection.
Licensing observed the following outside the facility:
-the gate leading up to the stairs was not secured. Please correct by April 29, 2019
-the shed was open and had the following inside: tools, paint, gasoline and other chemicals. Please correct by April 29, 2019 Corrected during the inspection.
-the fence had peeling paint, some of the wood was rotting and some nails were exposed.
-the drain pipe was exposed and the edges were sharp. Please correct by April 29, 2019

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:
-paint is chipped on the windows in the naproom and main play area.
-a hole in the door.
-a layer of dust was on the ledge in the play area at the children's level (corrected during the inspection)

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Three staff records of three were reviewed. One staff record contained a criminal record check (CRC) from another province. This was not site specific. In discussion with the Manager she stated she had completed an application with the criminal record review board. This is a repeat contravention from inspection # #DCHG-AZ8QBF and inspection # DCHG-AMTU8N
Corrective Action(s): Please ensure staff CRC's are current and completed through the British Columbia criminal record review board.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that the daily attendance had not been completed at 10:45 am. This is a repeat contravention from inspection # DCHG-AZ8QBF. Licensing spoke to the Manager about the attendance records being completed as soon as the children arrive to ensure the health and safety of children in care. This was corrected during the inspection.
Corrective Action(s): Please ensure attendance records are complete.

Observation: Nine children's files of nine were observed. One child was missing signed consent to obtain a medical practitioner or ambulance in case of emergency.
