Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During inspection Licensee reviewed staff files and noted that there is no proof on file that the staff person's references were checked.
Corrective Action(s): Ensure there is proof on file that the staff person's references have been checked.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During inspection Licensing reviewed staff files and noted that there is no resume on file for the staff person.
Corrective Action(s): Ensure a resume is in the staff person's file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed staff files and noted that there is no proof on file that the staff person's ECE A certificate has been verified on the ECE Registrar website.
Corrective Action(s): Ensure ECE A certificate is verified on the ECE Registrar website & proof is placed on the file.

Comments

At the inspection dated Nov. 04, 2019 there were 5 children and 2 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written documentation to Licensing once all required staff documentation is on file.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
During inspection Licensing observed:
- children engaged in free play in the outside area, and then free play including a spontaneous dance session inside before transitioning to lunch.
- staff interacting with children while they were engaged in activities as well as giving warnings before times of transition.
