Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: The driver who transports a child to school in the morning does not have a valid First Aid Certificate
Corrective Action(s): Ensure children have access to a person with first aid at all times

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The facility operator has been transporting children to school without a transportation policy
Corrective Action(s): Develop a transportation policy

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation (CORRECTED DURING INSPECTION): During the routine inspection, an infant child was left in the other room unattended while eating

Comments

At today’s inspection there were 6 children and 1 staff present. Licensing conducted a walk through of the entire facility.
At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer by July 7, 2023. The Licensing Officer will review the response.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report. The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.
The inspection report was written onsite and was reviewed with the licensee. A copy of this report will be emailed to the licensee on June 23, 2023.
The Licensing Officer met with the manager and discussed the following:
Long term family visitors obtaining criminal record checks
Emergency supplies enough food and drink for 72 hours
Validation process of ECE certificate
