Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).

The following 10 areas were reviewed based on a checklist: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene & Communicable Disease Control, Medication, Nutrition & Food Services, Program and Records & Reporting.
Evidence for this report is based on the Licensing Officer’s observations, review of facility records and information provided by the manager during this inspection.
As part of this routine inspection, a Facility Risk Assessment Tool was also completed. This tool is used to determine frequency of future inspections by assessing any non-compliance identified during the routine inspection and reviewing the past 3 year operating history of the facility. A copy of the form was provided with this inspection report.
All areas inspected meet regulatory requirements. No health or safety concerns were identified at today's inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #SREL -A53QES have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

At today’s inspection there were 17 children present with 2 staff. The children were actively involved in rehearsal of Christmas pageant and other indoor activities including craft projects, blocks and building and dramatic play. The playroom is decorated with many art projects reflecting a seasonal theme. Positive and respectful interactions observed between children and staff.
Discussed the recent changes to the CCLR as well as the new DOLSP regarding “Active Play” with the facility manager. These changes include:
· Removal of requirement for pre-employment doctor’s note
· Requirement for licensee to validate staff credentials through the ECE Registry website and to keep a record on file related to individual staff ECEA, ECE, I/T ECE and/or SN ECE validations
· Requirement for licensee to develop new policies related to “Active Play” and “Screen Use”. Licensing will be sending out resource information to assist licensees in developing these required policies
During the inspection the manager contacted the administrative office and Licensing confirmed the process the licensee is using to ensure staff apply to share Criminal Record Clearance letters obtained from another licensee or agency.
The licensee has already done the validation of staff credentials through the ECE Registry.
Discussed other resources available on Fraser Health website and provided print resources, “Live 5210” related to physical activities and nutrition. Also discussed the emergency supplies on site. Although there is no required list of contents for emergency supplies, Licensing does suggest thermal blankets for cover/warmth over use of plastic garbage bags.
This inspection report was reviewed and discussed with the facility manager. Licensing was unable to sign the report on the computer tablet so signed the printed report.
