Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection. All areas of the facility were inspected for compliance.
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed that children's records indicated that some children require extra support, however there are not care plans in place. This was confirmed by the manager.
Corrective Action(s): The manager stated that these care plans will be developed with the parents and shared with staff.
Date to be Corrected: Prior to these children being in care.


Comments

The following discussions were had:
· Active Supervision was discussed and observed.
· Lead in Water - more information can be found at https://www.fraserhealth.ca/health-info/health-topics/drinking-water/. Water fountains have been updated - water for drinking is taken from these taps. Water for cleaning is taken from sink taps that is run for 5 minutes prior to use (cleaning).
· Promoting Active Play in the program - outside play takes place each day. Screen time is limited.
· Temporary placements were discussed.
Licensing observed the children participate with many activities including group snack time, table time (fine motor manipulatives, play doh), blocks, dramatic play and social engagement. The caregivers were seen to demonstrate skills in guiding problem solving, providing behavioral guidance and positive reenforcement. The facility shows evidence of regular monitoring to ensure compliance to the legislation.
