Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Of 3 staff files one of the staff's CRC was not site specific.
Corrective Action(s): Ensure that CRC results are site specific and included in the staff file.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensing observed that there was no evidence of annual emergency evacuation drill
Corrective Action(s): Please ensure that emergency plan is implemented and recorded at least once each year. Emergency evacuation is practiced by taking the emergency supplies outside.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensing observed that two staff had completed the first aid certificate on-line which does not complete the requirements of Schedule C.
Corrective Action(s): Ensure to take the first aid course that meets at least 8 hours of instruction and at least 3.5 hours of which must be taken in person.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Licensing observed that no minor incidents have been logged since 2019
Corrective Action(s): Ensure that log of minor incidents, illness or unexpected events is maintained on a regular basis.

Summary of Inspection:
At the inspection dated September 20, 2023 there were 21 children and 3 staff present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
The following was discussed or education provided:
Practice the Annual Emergency Drill by taking the supplies kit outside.
First Aid Course.
