Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). The facility was inspected for compliance with a focus on implemented health and hygiene measures due to the covid - 19 Pandemic.
The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.
Inspection completed using the Covid-19 Infection Control Assessment checklist with a completed copy provided for your reference.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Children are provided with 1 fabric hand towel to share throughout the day as observed hanging in the washroom, discussed the requirement for each child to be provided with single use hand towels. Due to Covid paper towels are encouraged.
Corrective Action(s): Ensure children are provided with 1 time use / single use towels for drying hands to promote and healthy and safe environment.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: CRC clearance required for an individual living within the home. Discussed the CRC process.
Corrective Action(s): Ensure criminal record clearance are in place for all those living within the home over the age of 12 years.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: Diaper changing procedures occur within the children's nap room which does not contain a sink.
Corrective Action(s): Please ensure diaper changing occurs next to a sink, informed Licensee that a change table is not required as legislation states a sturdy surface which could be a change pad placed on the floor next to the washroom sink.

Comments

At the inspection dated Sept 10, 2020 there were 5 children in the care of the Licensee. At this inspection contraventions identified therefore a written response is required by the attached timeframe. Licensing will confirm receipt of the response and a follow up inspection will take place. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
Discussed the following:
increasing the frequency of laundering children's bedding ( ensure if bleach alternative in use, appropriate instructions are followed)
Increasing Emergency Supplies - adding items neccessary to meet the children's needs in case of an evacuation , how to manage the transport and storage of supplies , location of evacuation site and communication to families.
Covid Safety Plan to be expanded and posted within the facility.( include screening of symptoms prior to entry into the facility )
Discussed additional practices as outlined within provided resources such as increasing space between children when eating or playing at table ( playdough) suggest providing children with their own labelled portion for individual use. During the inspection all 5 children were observed seated together sharing playdough. It is acknowledged that social distancing is not always possible with young children therefore when possible and within reason additional steps can and should be taken. Suggest 2 children together at the table while others participate in another activity.
Additional time spent on site in review of Licensee's responsibilities such as ensuring knowledge of requirements and seeking clarification or assistance if required. Reviewed schedules included within the CCLR and reporting requirements.

WASH OFTEN
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
