Report of Findings
Community Care Facilities Licensing [CCFL] received a complaint on January 30, 2024 regarding care and supervision, hygiene and Communicable Disease.

All areas of the complaint were fully investigated. Evidence was obtained through interviews, records, and on-site inspection of the physical facility.

Licensing confirmed the following:
Group size and employee to children ratio was not maintained.
Health and hygiene were not practiced when washing dishes used by children.

Therefore, the following contraventions to the Child Care Licensing Regulations were cited:
Section 34(2)(b) - Group Sizes and employees to children ratios
Section 46(1) - Health and Hygiene.
Substantiated Contraventions: Evidence for this summary report is based on a combination of the Licensing Officer’s observations, a review of facility records and information provided by the facility staff at the time of the investigation.
Observed Violations/Contraventions: A summary of the violations found during the complaint investigation are listed below.

14030 - CCLR s.34(2)(b)Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: One staff for more than 4 children in care on several occurences.
Corrective action: Staff to child ratios was discussed and the licensee will provide the corrective action plan to bring the facility in compliance
15030 - CCLR s.46(1)A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Hygiene practices were not followed to wash children's drinking cups .
Corrective action: Staff will continue to follow the hygiene practices when washing dishes used by children.
