Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): The Manager's name was posted in a prominent place.
Corrective Action(s): Ensure that the Manager's name is posted in a prominent place.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A site specific CRC was not obtained for one staff. The Manager said that she has obtained this but must have misplaced the copy.
Corrective Action(s): Please ensure that all persons ordinarily present in the facility have a valid CRC.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: One ECE staff's certificate was not validated by the system maintained by the Registry.
Corrective Action(s): Please ensure all ECE/A certificates are validated and evidence is kept in the staff files.

Comments

At this inspection there were 21 children, 3 staff and the Manager present. At this inspection, the contraventions above were identified. The Manager will send Licensing a written response addressing the contravention and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed/reviewed with the Manager:
· Staff to child ratio when staff are offsite - ECE staff must be present at all times
· Staff files and obtaining CRC's
· Exemption process for staffing

This report was discussed with the Manager and a copy was emailed on Apr. 20, 2023.
