Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the folowing was observed inside the facility:
-Two bottles of bleach were placed within easy reach of the children. This was corrected during the inspection.
-Benadryl and another medication were placed in a child's cubby. This could cause a potential poisoning hazard. This was corrected during the inspection.
-Diaper cream was present at the children's level in their cubbies.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing reviewed the staff records. One staff record did not have a site specific criminal record check. This is a repeat contravention from inspection # CLAN-BAXQ9J.
Corrective Action(s): Please ensure criminal record checks are current and site specific.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection there was no documentation that monthly fire drills were completed. In discussion with the Manager she stated that the monthly fire drills had been completed but had not been recorded.
Corrective Action(s): Please ensure to record monthly fire drills after they are completed to comply with the legislation.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Four children's records of eight were reviewed. One child's record did not have a medical practitioner's name or phone number. Licensing recommended a medical clinic name and number is listed in the absence of a medical practitioner's name and number. This is a repeat contravention from inspection # CLAN-BKL276.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated March 10, 2021 there were 7 children and 2 teachers and the Manager was present. At this inspection the above noted contraventions were identified. Please ensure the above noted contraventions are corrected by March 26, 2021 . As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:

-The reportable incident reporting procedure.
-The current COVID-19 protocols that are in place
-Active supervision
-Adding more food to the emergency evacuation supplies
-Active Play
-Items with a drug identification number (DIN) and natural product number (NPN) were located in the first aid kit. Licensing recommends removing these items as permission to apply these items was not noted on file. This was identified at two previous inspections.

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
