Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standard of Practice (DOLSOP). All eight care categories were assessed for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Upon inspection of 2 staff files, Licensing noted that a record of the person's work history was not obtained for one employee.
Corrective Action(s): Ensure staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon an inspection of 2 staff files, Licensing noted that one did not contain evidence of staff certificate validation.
Corrective Action(s): Ensure all staff files are complete.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plan not developed in consultation with the parent or any person requested by the parent for a child who requires an epi pen.
Corrective Action(s): Ensure a care plan is developed for children who require one.

Summary of Inspection:
At the inspection dated May 2, 2023 there were 12 children in care with 2 educators including the Manager.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed. A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Requirements around certificate validations for staff.
-Discussed the facility's operation during the summer months.
Additional Information:
This report was written off site and is unsigned. A copy of the report was emailed to the Licensee.
