Introduction

An unscheduled follow up inspection to Routine Inspection # KTRR-BZDR7E, dated March 22 and 24, 2021, was completed to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DLSP).

This follow-up to routine inspection was conducted in accordance with the Community Care and Assisted Living Act (CCALA) and Residential Care Regulation (RCR).

The purpose of this inspection was to determine if contraventions identified during Routine Inspection KTRR-BZDR7E (dated March 22 and 24, 2021) had been corrected.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: Although attempts were made to improve the following damage continues to incur to the following:
- Surfaces on the walls and poles at the entrance of the kitchen had dents, scuffs, and scratches
- Washroom wall behind the toilet 3 had holes of approximately 1 inch each in diameter with exposed plaster from a repair attempt.
- A large patch of plaster remains unpainted in 1 PIC’s bedroom as result of repair.

Corrective Action(s): Please ensure all rooms and common areas are maintained in a good state of repair.

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: Licensing observed 1 of 2 person’s in care files to be missing tuberculosis screening. [Repeat contravention documented in Routine Inspection KTRR-BZDR7E, March 22 and 24, 2021.]
Corrective Action(s): Please ensure all persons in care are in compliance with the province’s immunization and tuberculosis control programs.

RECORDS AND REPORTING: 39320 - RCR s.83(4)(a) - Subject to subsection 83(5), a licensee, other than a licensee who provides a type of care described as Hospice, must (a) ensure that each person in care is weighed at least once each month.
Observation: Licensing observed 1 monthly weight to be missing for 3 out of 5 PICs and 2 monthly weights to be missing for 1 out of 5 PICs. Note: These missing months were after the date to be corrected of April 9, 2021 stated on Routine Inspection report KTRR-BZDR7E. [Repeat contravention documented in Routine Inspection KTRR-BZDR7E, March 22 and 24, 2021.]
Corrective Action(s): Please ensure that each person in care is weighed at once each month.

RECORDS AND REPORTING: 39470 - RCR s.87(c) - A licensee must keep a record of the following matters respecting food services: (c) the results of monitoring, by the licensee, of food services and nutrition care.
Observation: The facility manager stated no was action taken to address the missing menu audits identified during the last inspection. Incorrect contravention cited previously. [Repeat contravention documented in Routine Inspection KTRR-BZDR7E, March 22 and 24, 2021.]
Corrective Action(s): Please ensure the monitoring of food services and nutritional care.

Although 4 repeat concerns were noted in this inspection, Licensing observed all other contraventions identified during Routine Inspection KTRR-BZDR7E (dated March 22 and 24, 2021) to have been corrected.

Please provide a response to Licensing by November 15, 2021 as to how the identified items in this report will be addressed.
