Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager is not displayed.
Corrective Action(s): Ensure the name of the manager is displayed in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed:
- several balloons and large boxes are stored in the garage area. This area is used as the entrance to the facility and is accessible by the children.
- Protective padding on the fire place mantle is coming off exposing the sharp mantle edge.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Renuzit scented gel was stored on the sink counter which is accessible to the children.
Corrective Action(s): Ensure hazardous objects and substances are not accessible to children.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Emergency supplies are insufficient to implement the emergency plan.
Corrective Action(s): Ensure there are sufficient supplies in place to respond to and recover from any emergency.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: In review of children's files, there was more than one child younger than 12 months of age in attendance in July and August.
Corrective Action(s): Ensure there are no more children than that permitted in Schedule E.

Comments

Summary of Inspection:
At the inspection dated September 16, 2022, there was 1 child in care with the Manager.
At this inspection the above noted contraventions were identified.
Action required by the Manager includes providing a written response by September 26, 2022 .
Actions required by Licensing include reviewing the written response.

The following education was provided:
Covid-19 vaccine status for staff
In review of children's files it was noted there is no confirmation whether parents have read and agreed to the prepayment agreement set out by the facility. The Manager said she will ask parents to return a signed copy of the contract provided upon registration.
The Manager inquired about an ECEA covering a break for an ECE.
The Manager inquired about providing weekend and evening care. Further information is required to be submitted to Licensing prior to this plan being approved.
The facility uses play pens as sleep equipment for nap time. Play pens are not a recommended safe sleeping equipment as per the Canadian safety regulations. In addition, the manufacturer’s information states children need to be supervised while the playpen is in use. While the Manager is present in the facility and can hear the children, this is not recommended best practice of adequately supervising the children while sleeping based on manufacturer's recommendations.

This report was reviewed with the Licensee and written off site. A copy of both the report and Risk Assessment was emailed to the facility.
