Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-B43TGQ have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The cubbies and a tall doll house were observed not anchored and could potentially fall if climbed on or in the event of an earthquake for example.
Corrective Action(s): Please address to ensure a safe environment.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Scissors located in a drawer and a large heavy roll of paper in a play room standing on end approximately 3 feet tall were observed and accessible to children.
Corrective Action(s): Please ensure children do not have access to objects that may be hazardous.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Emergency kits was observed and found to contain only expired food and expired bottled water.
Corrective Action(s): Please ensure emergency kit supplies are not expired to be able to respond appropriately during an emergency.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: 4 of the 6 children observed in care today were found to be under the age of 3 years old. Multi Age Child Care is permitted to have no more than 3 children in care under the age of 3 years old.
Corrective Action(s): Please ensure the ages of children in care are in compliance with that set out in Schedule E.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: 8 Children's records were reviewed. One child's record was missing doctor name and phone number. One child's records was missing doctors phone number. One child's records was missing immunization status.
Corrective Action(s): Please ensure children's records are complete with all required information.

Comments

At the inspection dated October 2, 2019 there were 6 children and 1 staff present. At this inspection the above noted contraventions were identified.
Action required by the Licensee: Address violations and provide a corrective action plan.
Action required by the Licensing Officer:Review the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was provided.
