Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR)and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

The Licensee was present for today's inspection. There are no outstanding items from the last inspection dated August 23, 2016.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

This program has been operating from this location for a number of years. There have been changes to the legislation since the last inspection and Licensee's are now required to have:
- evidence that the Licensee has verified an individual's early childhood certificate. This may be done by going on-line to the ECE Registry's website to verify the individual's certificate. Licensing recommends printing a copy of this verification to meet the new requirements.
- Director of Licensing Standards of Practice - Active Play. This document is in effective and it requires Licensee's to develop policies with respect to screen time and outdoor play. The Licensee is licensed to operate a group child care (30 months to school age) and as such children are now required to have at a minimum 60 minutes of daily outdoor play. If screens (computer, TV, electronic games, etc) are used in a child care program children are restricted to no more than 30 minutes per day. Please forward a copy of your policies regarding these new items to licensing.

The Licensee's staffing ratios exceed the legislative requirements. Please ensure that all staff have a completed file on site prior to the individual commencing care to children. This includes: resume, copy of their certificates (where applicable), immunization status, 3 references (the Licensee to have some system in place to indicate that they have verified the individual's references), criminal record clearance letter addressed to the current employer (if the results are from a former employer the current employer may go on-line to the Criminal Records Review Agency to have the results shared).

Fraser Health Community Care Facilities Licensing has a free on-line course for careproviders, Licensee's, families etc entitled Division of Responsibility. This course addresses how much food a child should eat, what type of food and who makes decision about what a child should eat. Upon completion of this on-line course the individual may print off a certificate and use it towards renewing their ECE certificate.
