Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-AW2N5F have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing reviewed 5 staff files and observed that the criminal record clearance letter for one of the staff members was not shared with the facility. The clearance letter was referenced to a different organization.
Corrective Action(s): Please ensure the criminal record check clearance letters are referenced to this facility.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: At the time of the inspection the children from the infant and toddler program were watching t.v. Licensing was informed that children watch t.v once a week for 30 minutes. Upon further consultation it was identified that a screen use policy has not been developed.
Corrective Action(s): Please develop a screen use policy. As per Director of Licensing Standard of Practice- Active Play, screen time must not be offered to children under the age of 2.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: It was identified that a staff member has been working in ratio in the 30 months to school age program without the appropriate certification. The staff member had responsible adult status when they required ECEA to work in their shift. The licensee contact stated that the staff member applied for ECEA certification and they are waiting for the certificate. Compliance options were discussed.
Corrective Action(s): Please ensure compliance with Schedule E of the CCLR.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: There was no record to reflect times when children are combining between the 30 months to school age programs.
Corrective Action(s): Please ensure a record of when children are attending a different program.

RECORDS AND REPORTING: 19130 - CCLR s.57(2)(g) - A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].
Observation: Licensing reviewed the minor incident log books from all the programs and observed that there were discrepancies with record of parent notification. Some entries were missing record that parents were notified of the incident.
Corrective Action(s): Please keep a record showing parent notification of any illness or injury involving the children in care.

Comments

At the inspection dated Jan 16, 2019 there were 10 children and 3 staff present in the under 36 months program, 17 children and 3 staff present in the preschool program, 6 children and 2 staff present in the 30 months to school age program (room 1) and 11 children and 2 staff present in the 30 months to school age program (room 2). The school age programs were not in session during the inspection. However, Licensing reviewed records and inspected the classrooms.

At this inspection the above noted contraventions were identified. Licensing provided a corrective date for compliance and is requesting a written response by January 17, 2019 advising compliance with coded item number 14030.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
