Introduction

An unannounced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance except for the facility's policies and procedures as they were reviewed at the previous routine inspection and there have been no changes.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The facility has a set of interior stairs leading up to the second level off the kitchen/family room. During today's inspection the Licensee showed Licensing a portable gate that she uses when she leaves the children in the room to assist children in other areas of the daycare.

Licensing inspected the outdoor play space and noted there are shelving units with items for use by the Licensee and her family. The items are stored in a manner that could potentially fall onto the children or fall off and break (glass). The Licensee said she takes the children outside to play on a daily basis.
Corrective Action(s): The Licensee will need to have the gate installed at the base of the stairs whenever the daycare is in operation to prevent a child from potentially climbing the stairs and falling down.

The Licensee will need to rearrange the storage in the outside area to ensure all items are stored securely .
Date to be Corrected: 19 February 2020

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing saw broken (cracked and missing pieces) floor tiles by the fridge and table where children eat. There are additional broken tiles by the door leading to the outside play area.

Corrective Action(s): The areas where there are broken tiles are no longer cleanable and needs to be repaired or replaced.

Date to be Corrected: 31 March 2020

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: Licensing reviewed the facility's first aid kit that is taken with the Licensee when she leaves the daycare for walks in the neighbourhood. There was no instant ice pack in the first aid kit.

Corrective Action(s): The Licensee will need to purchase an instant ice pack to place in the first aid kit. This is in case a child falls while away from the daycare and ice can be used for the purpose of first aid. This item was previously identified on the routine inspection dated, February 6, 2019, facility inspection report #SMOY-B95Q87.

Date to be Corrected: 24 February 2020

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon review of 4 children's files there were 2 files missing the date the child started attending the daycare.

Corrective Action(s): The Licensee will need to review children's registration form and if this date is not completed by the family the Licensee will need to write the date down.

Date to be Corrected: 31 March 2020

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of 4 children's files there was 1 file missing the name and telephone number of the child's doctor.

Corrective Action(s): The Licensee will need to obtain this information from the child's family. If the child does not have a family doctor the family may write in the name of the medical clinic they use or write in 'none' until the child has a doctor.

Date to be Corrected: 31 March 2020

Comments

At the inspection dated, February 18, 2020, there was 1 staff and 4 children present. At this inspection the above noted contraventions were identified and any action required by the Licensee is included. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided.

During today's inspection Licensing noted the wording in the Licensee's registration form says the Licensee "will undertake to provide the responsible and torturing care for the child(ren)". In discussion with the Licensee there was an error and the word torturing is wrong, possibly an error in translation as the Licensee said she would never hurt children. The Licensee will change their registration form and have all of the families sign the new form. During the inspection Licensing provided the Licensee with a sample registration form from Fraser Health that she may use or she may create a new one.

Visit the Fraser Health community care facilities licensing web site at www.fraserhealth.ca/childcare for resources and links to the legislation.
