Introduction

Introduction
Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Name of manager is not posted at the facility
Corrective Action(s): Please ensure name is posted
Date to be Corrected: October 11,2019

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Staff member Certificate is unavailable. Manager stated she has a copy but is not posted
Corrective Action(s): Please ensure Certificate is posted.
Date to be Corrected: October 11, 2019

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff person is missing their CRC, process has been put forth for a new CRC, previous one is unavailable.
Corrective Action(s): Licensing discussed possible different steps to mitigate risk while new CRC is being processed.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Verification of staff person's Certificate is unavailable.
Corrective Action(s): Please ensure verification through the ECE Registry is complete

Comments

Licensing observed both of the programs in session, inspection was done in the presence of the manager.
Licensing provided the April 2019 Child care Reporting Bulletin.
Programming activities are displayed through the facility.
Please provide a written response to how the above coded violations will be addressed by October 9, 2019
