Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the new Manager's name was not displayed anywhere in the care facility. The Director stated that they have to still print it out. Licensing provided education on what would meet the regulation (eg. writing it on a paper and displaying it)
Corrective Action(s): Ensure that the Licence and name of Manager is displayed in a prominent place in the care facility.
Date to be Corrected: June 5, 2021.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that one staff's, who works at the facility, certificate is not displayed in the care facility.
This is a repeat contravention.
Corrective Action(s): Ensure that the certificate or a copy of the certificate of all educators or assistant, who work at the care facility, are displayed in a prominent place within the care facility..
Date to be Corrected: June 7, 2021.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following that are accessible to children in care:
- A big air conditioning unit along the side of the cemented outdoor play area. The Director informed Licensing that they will not allow children to play in the area.
- Several wet, dirty cloths with cleaning solution on them hanging on the shower door of one of the bathrooms the children use. The Manager removed these cloths and closed the shower door to make a dirty mop inaccessible to children in care.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Date to be Corrected: June 21, 2021.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Upon a review of four staff files, Licensing observed one staff's file missing validation of their certificate. The Director attempted to find it and asked the Manager but were unable to provide it to Licensing for review.
This is a repeat contravention.
Corrective Action(s): Ensure that all staff files are complete and that staff certificates are validated through the Early Childhood Educator Registry.
Date to be Corrected: June 4, 2021.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Upon the random review of four children's records, Licensing observed one child's record missing the date of enrolment.
This is a repeat contravention.
Corrected during inspection.
Corrective Action(s): Ensure that children's records are complete prior to the child attending the care facility.

Comments

Summary of Inspection
At the routine inspection conducted today, June 3, 2021, there were 9 children, and the Manager present. The Director arrived soon after Licensing commenced their inspection. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
Health checks
First Aid kits; Licensing suggested adding more supplies such as bandages, extra disposable masks and gloves and hand sanitizer.
Cleaning and sanitizing
Log book; intent of the log book.
Storage of medication in fridge
Soap; not diluting the soap with water.
Care plans; when care plans are required and how often they need to be reviewed.
The contents of the inspection report was reviewed with the director at the time of the inspection. This report was written off site ( .5 hrs ) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
