Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the routine inspection it was observed that the name of the former manager was marked on a piece of paper near the license. The name of the new manager was not posted.
Corrective Action(s): Please ensure the name of the current manager is posted in a prominent location.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the routine inspection it was noted that the fire drill implemented and was marked down for the months of January, February, March and April. There was no evidence of fire drills being implemented or marked down for the remainder months of the year.
Corrective Action(s): Please ensure fire drills are implemented at least once a month.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: During the routine inspection it was noted that 2 staff had an expired First Aid certificate.
Corrective Action(s): Please ensure all staff hold a valid First Aid Certificate.

STAFFING: 12450 - CCLR s.60(3)(a) - A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation: During the routine inspection licensing reviewed the staff check list for 4 staff. It was observed that out of the 4 staff on site one staff did not have a file on site. The staff was not on the staff checklist. Manager said that the staff is a new hire to the facility and the file is a head office.
Corrective Action(s): Please ensure that the staff check list is updated.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: During the routine inspection it was observed that a child who was allergic to peanuts held an expired (September 28, 2022) EPI pen.
Corrective Action(s): Please ensure that the EPI is valid and ready to use.

Comments

At the inspection dated December 07, 2022 there were 29 children, 4 staff and 1 support worker present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· A conversation was had regarding the addition of more band-aids to the first aid kit.
· Active Supervision - a conversation was had regarding active supervision. At the time of the inspection the door to the classroom (leading outside) was open. A conversation was had with the staff regarding active supervision when the door is kept open. The staff on site said that the door is kept open for a short period of time to allow children to enter the classroom when school is dismissed. Licensing observed the door being shut by one staff once all children were in the classroom.
· Lead in the Water
