102 - Operation of an unapproved food premises [s. 6(1)]
Observation: Rail and River lacks separate Health Operating permit. Discussed with management.
Corrective Action(s): Obtain valid Health Operating permit by completing the application as discussed. Will be reviewed at next scheduled inspection for Pub and Grill.

304 - Premises not free of pests [s. 26(a)]
Observation: Mouse activity noted in several areas of premises, including the bistro dining area, the kitchen and bar area of premises. Did not evaluate the downstairs area of premises at time of inspection, but will be reviewed in future.
Corrective Action(s): Premises must be completely cleaned up as noted in other sections of this report. Conce complete, have Pest Control company provide comprehensive report with recommendations to control/eliminate mouse activity. Ensure Integrated Pest Management techniques are implemented and maintained under the advice of the Pest Control Operator.
To be reviewed at follow up inspection report noted.

306 - Food premises not maintained in a sanitary condition [s. 17(1)]
Observation: Following areas of premises observed excessively dirty and not properly maintained including the build up of food debris, rags, greases, clothing etc:
Bar - Internal cavity/shelves etc. of under counter cooling units; Shelves below bar; floor (very dirty);
Kitchen - Floor everywhere! Under shelves; under grill; behind ice machine; around grease trap; below under counter coolers (less observed); at deep fry station; ceiling around main exhaust; especially around fire supression system; around dough mixer including pots and tray shelf (mouse droppings); station and washing machine area; Walk-in cooler shelves; beverage walk-in cooler floor; Staff washroom floor; cavity extending around walk-in freezer; Dishpit (mould, slimes and biomat development noted everywhere);
The bar area of the Rail Bistro also observed with similar build up of food debris and general cleaning neglect on floor, under and inside equipment.
Corrective Action(s): A thorough and complete deep cleaning and facility maintenance reset is required to identified areas above. Due to the extent and degree of neglect to facility contracting a third party to complete the cleaning portion of work required is recommended.
The cleaning porttion of the overall work to this facility will be reviewed at follow up inspection date noted on report.

308 - Equipment/utensils/food contact surfaces are not in good working order [s. 16(b)]
Observation: Observed significant deterioration in several areas of premises, making simple cleaning and general maintenace of this facility difficult. The following working areas of premises are no longer easy to clean:
- Floor of bar area in Rail Bistro; (Pictures taken)
- Shelving and parts of floor area in bar; (pictures taken)
- Internal surfaces of bar beverage cooler; (Pictures taken)
- Ceiling tile in kitchen stained, discoloured from heat, and falling apart;
- beverage walk-in cooler floor:
- Kitchen floor under some peices of equipment; (pictures taken)
- Walk-in cooler shelves rusted, floor deteriorating; (pictures taken)
- Walls behind and around some equipment broken and/or deteriorated; (pictures taken)
Corrective Action(s): A renovation plan identifying corrective measures for above noted areas is required within 30 days of this report and must include a timetable for completion of work over the next 2, 4 and 6 months. Review on follow up inspection date noted.

Note: Rail and River bistro has separate business license to Fort Pub & Grill, separate entrance and seating, it's own bar with service, but lacks a valid Health Operating permit. This is required moving forward under it's current operating parameters. Application to Operate left for completion. Must be completed within one week including payment for operating fees. May qualify for multi-facility reduction in fees. Discuss at next scheduled inspection.

Did not inspect the downstairs part of facility, but will review in upcoming routine inspection.

Make sure construction related updates and repairs to premises involve this office for input.

Revise sanitation plan and submit to this office for review. Revised plan should include sufficient detail for staff to ensure standards of sanitation and maintenance of premises are met to ensure long term operation of this premises.

Failure to complete necessary corrections and make satisfactory improvements to premises will result in enforcement action.
