Introduction

A scheduled follow-up inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
This inspection was conducted during the Covid-19 pandemic. Covid-19 prevention strategies were noted and discussed.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following in the outdoor play space:
- A tricycle that had a lot of rust all over the handle bars and part of the seat

Licensing observed the following in indoor play space:
- In conversation with the manager, she stated that staff and children are mantaining the same handwashing routines prior to covid. As per the new guidelines for Covid-19 handwashing for staff and children should be increased.
- The manager stated the toys are being disinfected every 2-3 days. As per the new guidelines for Covid-19 high touch areas including toys need to be disinfected two times per day.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

STAFFING: 12280 - CCLR s.34(4)(a) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation: In discussion with the manager, she stated the 3-5 group and I/T group are mixed for 1 hour at the beginning and end of the day.
Corrective Action(s): Please ensure children who would otherwise be grouped in different care programs, to be grouped together during the half hour before a care program begins and the half hour after a care program ends.

Comments

Due to Covid-19 no signatures were obtained for this report. The report was written at the CCFL office and emailed to the Manager.
Action required by the manager includes providing a written response by September 21, 2020. Actions required by licensing include review the written response.
The following discussions were had:
- Licensing received and reviewed the manager's written response to the routine inspection. The follow- up inspection was an opportunity to ensure all the coded violations have been addressed. All violations except the contraventions above have been addressed.
- Covid-19 Infection Control Assessment completed
- A Work Safe Plan and updated Health & Illness policy was created and emailed to families, a copy will need to be posted in the facility
- Discussion was had with the Manager about children attending daycare when they are sick, additional guidance was provided by Licensing.
- The manager stated the 3-5 group and I/T group and mixed in the mornings and evenings. A discussion was had with the manager to minimize the mixing of groups to mitigate the risk of Covid-19 or other communicable diseases to spread.
