Introduction

Introduction Section
An unscheduled routineinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.


Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-AT4PJU have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-toilet bowl cleaner, windex, vim and other chemicals accessible to children that could cause a potential poisoning hazard.
-razors accessible to children that could cause a cutting hazard
-a lighter accessible to children that could cause a potential fire hazard
-a table leaf up against the wall that could cause a falling hazard
-bleach solution on the floor that was accessible to children that could cause a potential poisoning hazard
-leather cleaner that was accessible to children that could cause a poisoning hazard.

Licensing observed the following in the play area outside the facility:

-a broken fence that could cause a falling hazard
-boards with rusty nails exposed that could cause a possible puncture hazard
-a gate leaning against the wall that could cause a potential falling hazard
-access to the garage that had bleach, plant chemicals and paint on the floor that could cause a potential poisoning hazard.

The Licensee and I discussed the following noted health and safety concerns. The Licensee stated he will remove and store these items in the garage and lock the garage.

Corrective Action(s): Please ensure a health and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing measured the temperature in the washroom of the two sinks where children wash their hands. The temperature from the first sink was 70 degrees Celcius and 69 degrees Celcius for the second sink. I spoke with the Licenseee about the serious burn hazard that this could cause to the children. The Licensee agreed to reduce the temperature of the water immediately. Corrected at time of inspection.
Corrective Action(s): Please ensure the hot water is reduced to 49 degrees Celcius or lower to ensure the health and safety of children in care.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: In discussion with the Licensee he mentioned that two homestay students are living in the residence. The Licensee stated that the students have been living in the residence since September 2018. No criminal record checks were completed (CRC) for the two students. The Licensee stated he has seen one of the student's CRC's but he is aware he needs to complete online CRC's through the criminal record review board for both homestay students.
Corrective Action(s): Please ensure CRC's are completed for the homestay students as soon as possible.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The policy and procedures were reviewed. There were no policies for screen use and active play present.
Corrective Action(s): Please ensure a screen use policy and an active play policy are developped, implemented and shared with families.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: Licensing observed 4 out of 4 children's records. One child's record was missing a picture, doctor's contact information and an MSP number. I discussed this with the Licensee and he stated the family were newcomers and were still waiting for this information. I recommended that the Licensee ask for the name of a medical clinic if there was no doctor available and ask if the family has medical insurance with another provider.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated January 21, 2019 there were 4 children and 1 staff present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing outlining how you have addressed the above noted contraventions by February 4, 2019 . As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
