Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA),the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed paint in several sections on the railings of the three cribs had peeled off, exposing the wood underneath.
Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In the infant and toddler classroom Licensing officer observed a staff purse stored in children's cubby, making it accessible to children. During this inspection, the purse was removed and stored out of reach of children. This is a repeat contravention from the routine inspection # SMIA-C4VMBL dated 12 July 2021.
Corrective Action(s): .Please ensure staff purses and their personal belongings are inaccessible to children at all times.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 7 of 15 children's files reviewed; were missing emergency contact information.These emergency contacts are required in the event of an emergency and the parents are unreachable. Manager stated that she will contact the families to obtain this information.
Corrective Action(s): ·Please make sure that all children have the name and contact information of an emergency contact person.

Comments

At the inspection dated June 21, 2023, there were twenty nine children, six staff and the Manager present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by June 23, 2023 stating how the identified contraventions will be addressed to ensure year-round compliance.The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed with the Manager:
Decluttering toys in the nap room
When checking employee references, manager must contact the references and include a notation indicating when the employee references were verified.
All minor/unusual incidents must be regularly recorded in the minor incident log book.
Stacking crib mattress with a nap mat; may result in safety risks such as suffocation and entrapment.
The inspection report was written off-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report and risk assessment is provided to the manager via email on June 21,2023.
