Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Areas of the facility were inspected for compliance with an increased focus on review of Health and Hygiene Systems . The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: It is noted that the existing washroom has undergone a renovation no longer in use as toilets and sinks have been removed. This area was also the means of entrance to the Hall / Gym area where children would participate in daily gross motor activities as a outdoor play area was not available / fully fenced. The Gym was observed to also be out of use to the children and rented by another organization.
Corrective Action(s): As discussed prior to making changes to the Application which was approved at the time of issuance of the Licence , the licensee is responsible to notify Licensing. Please provide your written response detailing how the space will be utilized by the children.Permanent Changes will require new floor plans to be submitted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Due to renovation children are exiting through a hallway which was previously made inaccessible. This area contains high shelves which are stacked with storage items and unstable posing risk of injury should they fall.
Corrective Action(s): Please ensure children do not have access to areas which are potentially unsafe, provide in your written response your plan of how children will access the washroom and the outdoors.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11070 - CCLR s.14(3) - A licensee, other than a licensee who provides a care program described as Family Child Care or In-Home Multi-Age Child Care, must ensure that the toilets and wash basins referred to in subsection (2) are on the same floor as the community care facility.
Observation: Recent change to the designated washroom used by children, noted the washroom used during today's inspection is not on the same floor as the Community Care Facility.
Corrective Action(s): Ensure washrooms accessible to children are on the same level , as the licence is issued for 20 children you are required to have 1 toilet and 1 sink for every 10 children. It is noted however due to Covid that numbers of children attending appear to be reduced. Please forward your washroom supervision plan for review.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: washroom area consists of an unlocked storage area , observed several bottles of cleaning chemicals and paint cans within the closet and on the floor in the hall entrance.
Corrective Action(s): Ensure children do not have access to any items or substances that may be hazardous to their health or safety. It is noted that the children as stated by the licensee would not enter these areas unattended.

Comments

During the inspection the facility manager provided details on the steps taken to increase monitoring of added health and hygiene measures.
Discussed ensuring the outdoor area is set up and available for use prior to children's access, observed children enter the area prior to the visual barrier being set up. The outdoor space is intended for use as an addition as children have in past had a large indoor gym area to use. Please ensure that the outdoor area is enclosed with a fence to ensure children's safety. It would be expected to be completed Sept 2020.
Discusses CRC and screening requirements for individuals which may have regular / ongoing access to children. Please ensure those who are ordinarily present and have access to children hold the required CRC.
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
At the inspection dated June 18, 2020 there were 4 children in the care of the facility manager. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
