Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: There is one staff who has Criminal Record Check in place that has recently expired.
Corrective Action(s): Ensure Criminal Record Checks are obtained prior to expiry through the review program.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: A review of 3 staff files shows that one is missing a record or declaration of immunization.
Corrective Action(s): Ensure each person employed has an immunization record in place.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: An Active Play Policy has not been developed although the manager stated that this facility engages in Active Play that meets the intent of the Standard of Practice.
Corrective Action(s): Ensure a policy is developed and shared with parents.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: A screen time policy has not been developed although the manager stated that this facility does not permit screen time use.
Corrective Action(s): Ensure a policy for screen time is in place to guide employees.

Comments

There is evidence that the manager of this facility practices on-going monitoring to ensure compliance to the legislation. The staff were seen to get down to the children's level, sing songs at circle, read books to the children, take the children for outside play time, lead the children in hand washing, count children in transitions, encourage healthy eating and guide pro social interactions between children. There are many opportunities for all areas of development including, a water table, a light sensorial table, a dramatic play corner, puzzles, cognitive manipulatives and many displays of children's art were seen.
