Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the routine inspection 5 staff files were reviewed the following was observed:
-1 staff had an expired CRC which was not site specific
- 2 staff members had no CRC on file.
By the time licensing finished the inspection the manager and staff were observed filling out Share forms for their CRC's to be processed.
Corrective Action(s): Please ensure all staff files are complete.

Comments

At the inspection dated October 12, 2022 there were 4 children, 3 staff, 1 speech therapist, 1 practicum student and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· A conversation was had with the manager regarding references and verifying the references for new employees by initialing and making a note as to when the reference was checked.
· A conversation was had with the manager regarding validating new ECE certificates through ECE Registry. Link provided https://earlychildhoodeducator.gov.bc.ca/Public/CertAndRenewal/Certificate_Validation.aspx
· Education was provided regarding manager's name being posted in a prominent location.
· A conversation was had with the manager regarding the facility creating a one page facility's care plan to help children requiring extra support.
