Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR),and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: The program has a number of children who have a medical condition that may require the intervention of a medical device. The staff have provided families with documentation to complete that would outline the signs and symptoms applicable for their child for when the medical device is required. Families have not returned the documents to the facility.
Corrective Action(s): The program has upcoming parent/staff interviews and staff plan on having the applicable forms ready at the interviews for families to complete.

Comments

The writer reviewed with staff and provided copies of: the legislative amendments (Order in Council #526, dated July 18, 2016), and Directo fo Licensing Standards of Practice - Active Play. The changes to the legislation are in effect immediately and the Standards of Practice - Active Play will be enforced in 2017. Please note in the Active Play document preschool programs that operate between 2 - 3 hours per session are required to implement active play for a minimum of 30 minutes per day.

The writer had emailed to the Facility Manager information regarding Live 5210; during today's inspection the writer provided staff with hard copies of this information.

If there are any questions regarding this report or any other licensing matter please contact the writer; a business card with left with this report. The writer was unable to leave a copy of this report at the time of the inspection however a hard copy was place in the mail upon the writer's return to the office. Please contact the writer once the above noted violation has been addressed.
