Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the name of the manager was not displayed in the facility.
Corrective Action(s): Display the name of the manager in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed on the floor a bottle of liquid solution for pets, used as a door stopper for the bathroom door, which was accessible to children.
Corrective Action(s): Ensure objects or substances that may be hazardous to the health or safety are not accessible to children.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing observed that the Criminal Record Check for two staff have expired.
Corrective Action(s): Ensure that the Criminal Record Check for staff are up to date and included on file.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the fire extinguisher was due to be serviced on 2021/11/16, as written on the tag.

This item was identified and contravened on Dec. 16, 2019 on routine inspection report #KSEY-BJWQ76.
Corrective Action(s): Ensure the fire extinguisher is serviced annually, to ensure it is operating and in order in case of an emergency.

Comments

At the inspection dated May 17, 2022 there were 7 children and 2 staff present.The manager was on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and write the full date after each documentation
- Continue to clean and sanitize the facility including toys and equipment
- Check the expiry date of items in the emergency supplies kit
