Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Name of the manager for the facility is not posted.
Corrective Action(s): Please ensure that the name of the manager is posted.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Evidence of yearly emergency drill was unavailable.
Corrective Action(s): Please ensure emergency procedure is practiced at least once a year.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Some children are missing their photograph, staff are aware.
Corrective Action(s): Please ensure either a digital image or photo of each child is available.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Yearly review of care plan is not available.
Corrective Action(s): Please ensure care plan is reviewed at least once a year with the parent andy any person requested by the parent.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: Outdoor log of inspection, maintenance and repair is unavailable.
Corrective Action(s): Please ensure records are complete

Comments

Active Play Policy is available, Licensing discussed that for preschool programs that operate 3-4 hours, children must have minimum of 40 minutes of Active Play, the centre's policy stated at least 30 minutes. The facility provides a 4 hour preschool program.
Evidence of seasonal theme is noted.
Licensing discussed flushing out lead water, Active Supervision, information regarding most updated Bulletin for Reporting Incidents has been sent to the Manager.
Please provide a written response to how the above coded have been addressed by December 18, 2018
