Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Today’s inspection focused on the physical facility and health and hygiene systems to ensure the safety of children during Covid-19 pandemic.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Review of Staff criminal records clearance (CRC) observed one staff CRC is not site specific. Manager said they have sent the sharing application for staff CRC copy.This is a repeated contravention.
Corrective Action(s): Ensure staff files are complete prior to start of their employment.Staff without valid CRC cannot be left alone to work with children.
Date to be Corrected: Please contact CRC agency to check the status of application by July 28, 2020.


Comments

At inspection dated July 27, 2020 there were 4 children and one IT staff present. Manager was also on site at the time of inspection. Licensing reviewed the facility’s COVID-19 prevention strategies. There were health and safety system in place in response to Pandemic. The following were also discussed to prevent infection;
There were cloth towels in the washroom and kitchen hanging on the hooks with children's name on it. Licensing asked to remove cloth towels and discussed the safety concerns. Manager said they will use paper towels for hand washing process during pandemic.
Dress up corner consumes were available for children. Licensing discouraged use of pretend costumes between children.
Discussed safety and procedure to apply sunscreen for a group of children.
Manager's ECE certificate expired in May 2020; However ECE Registry extended one year period to renew all ECE certificates due to pandemic.

- How to wash hands - 2 posters
- Manager change forms

At this inspection, the above noted contraventions were identified. A response in writing is required to be submitted to Licensing by July 15, 2020, outlining how the contravention(s) have been addressed.
Licensing staff completed Risk Screening –Covid -19 prior to inspection. This inspection report was written off site. A copy of inspection report and the risk assessment will be mailed to the facility.
