Introduction

A scheduled follow up to the routine inspection # TBOS-D5JPEW was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance

Observed Violations
No violations were found during the inspection.

Comments

Summary of Inspection:
· During today’s inspection, there were 32 children, 6 staff, and the licensee.
· At this inspection the outstanding contraventions were highlighted below. Please provide a corrective action plan to address the contravention. Licensing will review the corrective action taken, and will return for a follow-up inspection to review corrective action taken.

The following items identified as contraventions in the previous inspection continued to be outstanding at todays inspection:

14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: On today’s date (June 17, 2024), 14 children we observed to be enrolled in the Group Child Care (30months to School Age Care) program. Licensee had previously applied for an amendment to increase capacity from 10 to 16 children in care, however licensing had not amended the licence due outstanding City of Abbotsford Fire Inspection to support increased occupancy. Licensing had provided an email, informing the licensee of the requirement to provide City of Abbotsford Fire Inspection information before the increased number of children in care could be changed on the Community Care Facility Licence.
The licensee said they had believed the City of Abbotsford Fire Inspector had given the approval. They did not know they needed that reflected on the Community Care Facility Licence. The licensee will ensure the number of children in care will be 10 or less as of the following day, and will provide the necessary documents to amend the licence prior to increased number of children in care.

Licensing discussed the plan the licensee had previously provided to address the tutoring classes, that occur on site after preschool ends. The licensee said they will consider the options and will provide a plan in writing.

11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: On todays date (June 17, 2024) the licensee said they have a company coming to address the gate at the top of cement stairs leading to the GCC(30m-SAC) classroom. In the meantime, the licensee will use cones as a visual for children in care not to go near the stairs until there is a gate or system for enclosure.

All other identified contraventions were observed to be addressed during today’s inspection.

Items discussed today:
· Discussion and review if Schedule E for staff requirements.
· Discussion of the licensee’s requirements to meet the number of children in care at all times.

Due to technical issues, licensing was unable to write the report on site today. The contents of this inspection report was reviewed with the manager prior to the inspection report being written off-site, therefore no signature attached.
