Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: A visual dust build up is evident in the nap room - observed a thick layer of dust on top of the base board heater , many books are also located in this area and add to the dust build up, the manager included the books are in the process of being relocated.
Corrective Action(s): please ensure regular cleaning occurs within the facility , overall level of cleanliness appears good with exception to this one area. Rooms # 26 & 22 are currently not in use therefore have become storage areas. The staff are aware that the rooms would need to be set up and ready for use ( free from hazards ) prior to use.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 5 staff files audited two of the five are missing immunization status.
Corrective Action(s): please ensure records are complete and include all required documentation , the manager updated one record during the inspection.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Verification of ECE and ECA Certificates had not yet been completed, reviewed the process to verify.
Corrective Action(s): please ensure for each employee who hold ECE or ECA Certification that the Certificate issued by the Registry has been verified using the established system.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: In review of fire drills it was found that March & April drills had not been completed in the day-care and Feb thru to April had not been completed in the school-age program.
Corrective Action(s): please ensure monthly fire drills are held and recorded to aide in the safe evacuation of children in case of an emergency.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Reviewed the facilities guidance policy , observed staff assist a child away from circle time and place him in the nap room. The child was reminded that this was where he could calm his body. The child was observed being " silly" at circle which required the staff to intervene ( sit beside him , offer reminders , ) The guidance policy does not include a step whereby the child would be removed and left alone in another room. The staff was in close proximity to the room however could not directly see the child when exiting the room to assist to set out lunches within the main play area. .
Corrective Action(s): please ensure staff are families with the center's policies and that they are implemented as documented.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: child placed in the nap area as a strategy to assist in calming down , The staff exited the area to assist with preparations for children's lunch time. At return the child was standing in the room pulling on the blinds. . Discussed ensuring children are supervised at all times , rather than to remove a child into an unsupervised area especially when staff have identified the child is having challenges managing within the group , also reviewed the importance of creating positive atmosphere attached to rest time rather than connecting this area to a " time out " area.
Corrective Action(s): please ensure supervision is maintained at all times - see additional contravention related to implementing policies.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Children observed washing hands after use of washroom , 1 staff was not observed to wash hands after handling a Kleenex. Also noted steps to carry out procedures as listed in a care plan includes to wear gloves. The staff was observed wearing gloves however handled several items and moved chairs , prior to carrying out the procedure.
Corrective Action(s): please ensure a system is established to promote health and hygiene practices and to reduce spread of illness.

Comments

Toured facility - GCC ( 30 mos - school-age ) in session today.
Preschool Operates M, W, F and was not in session however the physical space , records , children's files were reviewed for all programs.
Children were observed playing outside, participating in circle , in preparation for lunch.
The manager has been in her position for approximately 1 year and was available to provide Licensing with information , staff files.
Discussed replenishing first aid kits with additional gloves and bandages.
Facility is equipped with a large number of napping mats for the number of children resting ( as observed today ) the edges of some of the mats are beginning to show wear, pulling apart slightly.This is included in comments in order to ensure staff replace mats when they determine they are no longer in good repair.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
