Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Doors to electrical room, laundry room, storage closet and cupboards in the toddler room, CC room and JK room were left unlocked.
Corrective Action(s): Ensure that doors to various rooms are shut tight so that they lock after each use. And ensure that cupboards either have locks or the hazardous items are removed from the cupboards.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A criminal record was not obtained for one of the employees.
Corrective Action(s): Ensure to obtain a criminal record for the staff before the employment starts.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Out of 7 staff files checked one employee's educator certification validation had expired.
Corrective Action(s): Ensure that educator certification has been verified and is current.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire Extinguisher has not been serviced annually.
Corrective Action(s): Please ensure that fire extinguisher is serviced annually and there is system in place to get it serviced before its service due date.

Comments

Summary of Inspection:
At the inspection dated March 1, 2022 there were 12 children in Infant room, 11 children in toddler room and 17 children in CC and JK room. Manager was present on the site. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Exemption and Temp Placement Application for manager while she is completing her IT diploma.
Shared few examples of systems to check the emergency evacuation supplies on a annual basis.
