Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Medication stored in a child's backpack that was unzipped and located on a shelf accessible to children.Staff stated that the pack is usually placed up high on a hook. The bag was secured out of reach of children during the inspection.
Corrective Action(s): ensure safe and secure storage systems are maintained when storing hazardous products such as medications to reduce risk of harm.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Current practice of attendance does not include children who are absent, it is however noted that times of arrival and departure is captured.
Corrective Action(s): ensure attendance records include information on whether children are absent , present and includes times of arrival and departure.

RECORDS AND REPORTING: 19180 - CCLR s.57(2)(k) - A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation: At reviewing of children's registration forms it was noted that there was not a field to insert date of withdrawal.
Corrective Action(s): please ensure records are maintained which include the date the child stops attending the facility.

Comments

At the inspection dated Nov 4, 2021 there were a total of 55 children in the care of 10 staff. At this inspection the above noted contraventions were identified.Licensee contact who is also the assigned facility manager requested to submit a written response to the assigned Licensing Officer by Nov 12th outlining the steps taken to address the items identified in non compliance. ( email provided with contact information ) Licensing will response to acknowledge receipt and request any additional information if required.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
Discussed practice of maintaining clear, concise documentation when recording children's observations.
Reviewed the importance of maintaining distance between children's sleeping arrangements and optimizing staff in such a way to complete program related tasks while supervising children. It was suggested to add a baby monitor to to compliment supervision practices during nap time.
The facility is equipped with a camera/ monitoring system, please ensure families are provided with a policy which informs of the use of surveillance videos as previously suggested by Licensing.
Reference letters on file for staff, discussed process of contacting references and and maintaining a record of information provided.
Staff observed working in close proximity to one another without masks, Licensing reviewed the Guidance for Child Care Settings issued by BCCCDC pertaining to the benefits of wearing masks strongly recommending continued use when working alongside one another especially when unable to sufficiently distance.

Ø Reportable Incident Bulletin – reviewed the requirement to report to CCFL within 24 hours
Ø Reportable incident forms
Identified contraventions were reviewed with the manager at the conclusion of the inspection, Report completed off site and forwarded to the facility therefore a signature was not obtained.
