Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: ECE Certificate of the Manager has not been validated with the ECE Registry. The Manager was not aware of this process.
Corrective Action(s): Ensure staff files are complete including documentation to verifying ECE Certificates through the ECE Registry.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: The Manager's 1st Aid Certificate has recently expired and their are no other staff working in the program. The School staff are available to help in an emergency and the Manager relayed that she would renew her certificate very soon.
Corrective Action(s): Ensure children have access to staff members that have a valid 1st Aid certificate.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: An Active Play Policy is in place and numerous opportunities for gross motor experiences were observed. The amount of time related to this policy was not included in the facility policies though.
Corrective Action(s): Ensure an active play policy includes the amount of time the children will be engaged in Active Play.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: No screen use policy has been implemented as or yet.
Corrective Action(s): Develop a Screen Use policy and ensure it is available to parents.

Comments

The group was observed engaged in circle time, art activities, outdoor play, washroom routine, hand washing practices and free play.

Numerous resources were available and the group participates in the schools functions and routines as part of the community.

Resources shared today included ; Immunization posters, Reportable Incident Reports and the Director of Licensing Standard of Practice - Active Play for reference to assist in developing updated policies.
